    Analysis: An Awakening for India

    Ukraine had its orange revolution, Georgia had its tulip revolution. And now democratic India is having its white revolution. Historians will look back at 11/26, the day the Mumbai attacks started, as a turning point for the political awakening of India's growing, 200-million-strong middle class.

    India is used to large political rallies, but not by its middle class. One week after the 11/26 attacks, over 100,000 Indians gathered near the Taj Mahal Palace & Tower hotel to protest the ineffectual response of the Indian government to the 11/26 crisis. The organizers had asked the crowd to wear white and the Gateway of India plaza, across from the hotel, looked like a cloud of white had descended on it. Unlike other "color" revolutions across the world, the Indian middle class revolution is not about creating democracy but ensuring its efficient functioning.

    Middle class Indians have grown used to a non-functioning government: delayed infrastructure projects, leaky welfare programs, crony politics, and corrupt bureaucrats. A visible rejoinder to Mumbai's economic resurgence is a 3-kilometer bridge project connecting two vital parts of the city. When I moved to India in April 2002, my colleagues said the project would be complete by next year. Six years later, the most visible infrastructure project in an infrastructure-starved city is set to finish. I now tell visiting colleagues that the project will be completed next year. I mean it when I say it. For the most part, that's how India's middle class lives, in hope.

    There is a government, but the middle class doesn't count on it for much. You don't send your kids to public schools, you don't go to government hospitals, your touch points with the government are minimal. And when they occur, the simplest activity proves painful: simply securing a passport for an Indian can be a several month process, if lucky. Indians are used to the government not working for them.

    But on 11/26, the state apparatus failed in a spectacular new fashion. The litany of failures belies believability.

    * The initial response to the attack was lethargic, to say the least: the head of the Indian equivalent of the National Security Council continued attending a party two hours after the attack on Mumbai started
    * Forget eloquent speeches, India's leaders competed for most revolting statement. Currently, it's a toss-up between "the Mumbai attack was just a small event, these things happen" and "even a dog wouldn't visit this house." This house was the home of a slain Indian commando major who gave his life in the 11/26 attacks (the minister was upset because the family didn't let him in; they wanted to grieve privately).
    * With threats levels still high in Mumbai, the city and state were without a functioning chief minister (the equivalent of governor) or home minister for 10 days. Politicians jockeyed to fill the newly vacant posts and consensus couldn't be reached. And when a new chief minister was announced two days ago, his own party colleagues, passed over for the position, are calling him ill equipped for the post. The Indian people have watched the mockery of governance with anguish and chagrin.

    The events of 11/26 have awoken the middle class from a deep slumber. Why now? The first is economic freedom and the second is a demographic boom. If you were part of the small Indian middle class during the 1980s or even the 1990s, your business relied on the government. Licensees were required to perform any aspect of a business; therefore it was best to keep your head down and work. Speak too loudly and licenses could be lost, raids conducted and businesses ruined. All that changed in the 1990s with the end of the so-called License Raj. A whole new generation has grown up where business is unencumbered by government. The economic freedom of the last two decades is going to lead to true political freedom.

    The second reason is a demographic revolution. India is growing more urban and young India is coming of age. Urban India has never had real leaders, but strength comes from numbers and as India moves from 20% to 40% urbanization, political strength will also gradually shift to cities. Over the next decade, more than 100 million educated youth will graduate from their teens and twenties to middle class professionals. The twin aspect of a growing urban population and a young populace coming of age will form the foundation stones of change.

    Rural India and India's poor are not rushing to the streets. Ineffective governance has plagued them the most. And they have voted to show it. "Throw the bums out," is an Indian mantra and they routinely ditch the incumbent party.

    At the moment, the "White Revolution" is unorganized (and leaderless) as are many incipient revolutions. Text messages beseeching change, public rallies, social network communities are all flourishing encouraging change, but organized leadership is few and far between for now. But before long we can expect the movement to place a huge emphasis on efficient governance and to produce a new set of leaders that speaks to and comes from Urban India.

    Last Friday, I attended a standing-room-only conference by Parliamentary Research Service, an organization that will be at the vanguard of the Indian middle class revolution. PRS is a not-for-profit organization founded by two individuals, one a former senior banker and the other a graduate of Harvard's Kennedy School. Set up three years ago, PRS is based on its U.S. and U.K. counterparts and provides unbiased factual information to Parliamentarians. At the same conference was Nandan Nilekani, the charismatic founder of Infosys, the big technology firm. He was a panelist on good governance with Bimal Jalan, the ex-governor of the Reserve Bank of India, and Arun Shourie, an esteemed journalist and the former Minister of Technology.

    Messrs. Shourie and Jalan are dedicated, long serving Parliamentarians who seem frustrated with decades of inefficient governance. Mr. Nilekani politely agreed with Messrs. Shourie and Jalan, but remained steadfast in his belief that India will change for the better. We can only hope he is right: That the White Revolution will transform India in the coming decades.
