    There was a discussion yesterday on economic situation in India in Lok Sabha. It is called the Short Duration Discussion. I initiated the discussion. I said it was almost an economic tsunami, reckless policies are responsible. The crisis did not dawn on India in one day. The process of decline has set in much earlier. The government failed to take on the challenge. The crisis has been generated by non-performing government. Industrial production index had declined to -2.2 per cent in June this year. Manufacturing growth has fallen to -2.2 per cent. Service sector has the lowest growth, all time low, 11 per cent. Agricultural growth has declined to 1.4 per cent. Unemployment is almost 11 per cent. The consumption expenditure has declined by 3.3 per cent. Inflation is hitting the sky. Stagnation has crippled the economy. The worst sufferers are those who are in the backyard of the economy. When there is a need to spend more, the government is contracting expenditure. Emphasis on foreign investment and foreign export is to be blamed. Liberalization without safeguards has made the economy speculative.
    The economic growth that they boast of in terms of GDP is fallacious. Economic growth is not inclusive. It is jobless. Nearly 50 per cent of the growth can be attributed to service sector which does not create any tangible results.
    The tax system is regressive. People, who are in the lowest layer of taxpaying, pay tax first and then they have disposable income to spend. But the people in the highest income group, the corporate masters and businessmen, whose income is beyond Rs.20 lakh, deduct on their personal expenditure in the name of business expenditure and then they pay the tax. What a great shame. The effective tax rate in the highest income group whose taxable income is in crores, the tax rate is 22.7 per cent. But the people whose income is more than Rs.5 lakh are paying 10 per cent.
    The tax collected is less than the tax concession given to the corporate world and the tax outstanding. When massive investment is required in lakhs and crores in the social and productive sector to turn the wheel of the economy, the government is looking for only fiscal discipline and reducing its expenditure.
    In short this is what I said. In reply Mr. P. Chidambaram did not touch how he is going to control inflation, how he is going to stop job loss, how he is going to mobilize resources and how he is going to correct the dichotomy in the tax system. He avoided all the fundamental questions. Even after the discussion in the Parliament, it seems Mr. Chidambaram has not altered his position. He is going for micro economic adjustments, does not have priority for tackling the basic human problems of price rise, unemployment and poverty.
    More protest has is to be done against the way the government has brought disaster to the economy and put the nation in peril. My appeal to all of you is to build a strong public opinion against the pernicious policies of the government.
