  • ISI নিয়ে অরুণ শৌরি কে লেখা চিঠিঃ

    Eminent Dr. Shourie,
    I am no Emile Zola. Nor am I a brave journalist of the 70's also named Arun Shourie. Still, I'll try.
    This is a letter to simply say “J’accuse”.
    By now, all concerned knows about the recent ISI imbroglio and its many details. Being a party to the case, you have direct knowledge, while mine is via public domain, insiders in the govt. bureaucracy, family and friends. I can assure you my knowledge is reliable. But who am I?
    First and foremost, I am a member of the general public, ostensibly in whose interest and in whose good among others, the Sections 11 and 12 of the ISI Act of 1959 were invoked by MoSPI even when the Council to govern ISI was, and is, still in place. Secondly, ISI is my alma mater whose good gives me pride and joy, and whose wounds hurt me too. Last, but not the least, I come from an “ISI Family”, if you will. Literally. At least nine of my immediate and close-knit extended-family, including my parents, worked for ISI/NSSO at some point in their lives. Some even had the rare honor of being directly recruited by none other than Prof. Mahalanobis, and remained loyal ISI employees till their retirement. I grew up in the neighborhood and spent so much of my childhood inside the campus where many employees knew me by nickname and treated me like their son. With so many unforgettable memories, the ISI I grew up in and around was so warm, so informal, so… “Family”. But then, I am getting nostalgic and carried away. Now back to the letter.
    Let me start by noting some relevant facts from what is now common knowledge.
    1. The last Council Meeting was held on April 23.
    2. On June 4, you issued an office order that is an offer of appointment to the current Director-designate (On a side note, it avoids the usual straightforwardness like "The Council is pleased to offer..." expected of such an order that, vide Section 2 of ISI Bye-laws, is supposed to be made BY the Council).
    3. As if YOUR order of June 4 was not authoritative and implementable enough, a MoSPI order got issued on June 10 (No I-12011/1/2015-ISI dated June 10, 2015) invoking Sections 11 and 12 of the ISI Act of 1959 in, among other things, public interest and public good (On a side note, sentencing without trial is a dangerous precedence that should have no room in a democracy and can NEVER be in public good, and letting it stand unchallenged, legitimizes autocratic behavior which can NEVER be in public good either. But then this letter is not about Prof. Bimal K Roy. It is about you, the elected Chairman of the Council.)
    4. The Council is still in existence.
    5. You are still the Chairman of the Council.
    6. Prof Bimal K Roy was still the “full-fledged” Director till June 9.
    7. The 5-year tenure for a new Director was to begin only on August 1.
    8. The MoSPI Order directly refers to YOUR note annexed with your relevant d.o. letter sent to MoSPI (an RTI has been filed for the same) as the basis of its unprecedented intervention.
    9. Vide section 6 of ISI Bye-laws, "The Director shall be responsible for the administration of the affairs of the Institute subject to the control of the Council."
    Keeping the above facts in mind:
    1. It would not be unjust, nor fanciful, to construe that your note to MoSPI directly resulted in MoSPI to step in bypassing and superseding the Council in good standing.
    2. If, by declining to authenticate the Director's appointment, Prof Bimal K Roy had caused detriment to the administration of the affairs of the institute, did you, as the Chairman, immediately bring the issue to the attention of the Council for an urgent resolution and instruct the CAO to call an urgent Council meeting to resolve all issues internally? After all, the governing body of autonomous ISI must always have the first right to try put the house in order, and you, as the Chairman, have the obligation to facilitate that.
    3. If you have deprived the Council of its first right, you have clearly failed to reciprocate the trust that the Council had put in you when it elected you as its Chairman. But it is public knowledge that no Council meeting took place since the controversial meeting of April 23. So, as the Chairman, you clearly deprived the Council of its first right. That action of yours is condemnable and evinces your lack of confidence in the Council.

    Talking about loyalty and trust, you must be aware of the honor code of “Semper Fidelis”, the unwritten oath of loyalty to the body one belongs to and is entrusted to protect the honor and uphold the integrity of. There can be no denying that you facilitating the creation of this avoidable and unwarranted precedence of having MoSPI "declare an emergency" on ISI, brought dishonor upon ISI and the Council. By circumventing a Council in good standing and acting as a facilitator to MoSPI depriving the Council of its first right, have you then not betrayed the honor code of “Semper Fidelis” to the Council and the Institute whose honor you are duty-bound to protect?
    I do not know about the other Council members. But as a member of the general public, for whose good the MoSPI order was issued, and as an ISI alumnus coming from an “ISI Family”, I, Sir, would like to make myself bold and say “J’accuse”.
    I accuse you of disloyalty to the Council you have been trusted to serve, disloyalty to the Institute you have been trusted to serve, disloyalty to the public in whose interest and in whose good the ISI Act of 1959 expects you to serve, by not calling another council meeting within the ample time available to you and the Council, to get the issue resolved within the authority of the Council, thereby preserving the autonomy of the Institute that remained preserved since the days of Prof. Mahalanobis till your note directly resulted in this avoidable and uncalled for government intervention.
    I have no reason to doubt the loyalty of any of the Council members like I doubt yours; some of them I am privileged to know as childhood friend, as contemporaries, as esteemed teachers. I have faith that they will be unanimous in every effort to redeem the honor of ISI and the Council. But should any council member support the evident disloyalty of yours, the evident unauthorized circumvention and surrender of Council authority, the betrayal of “Semper Fidelis”, s/he would stand accused of the same disloyalty.
    The Bengali Year of 1422 started on a sad note. Unprecedented and arbitrary government intervention in my alma mater; character assassination and “sentencing” of an honorable man, a patriotic scholar and respected teacher of the highest esteem, without due process; untimely death of a concerned MoSPI official believed to be under pressure; strangulation of transparency by stonewalling the release of a critical witness of truth. It will be no less sad and unfortunate that such an illustrious academician and scientist as Prof. Sanghamitra Bandyopadhyay (close to 150 joint papers and close to 500 citations), who could have been proudly remembered as the first Female Director of ISI, will now merely remain a MoSPI-enforced administrator of an autonomy-surrendered ISI for the next 5 years.
