To ensure Surabhi Banerjee's selection Alimuddin laid down tailormade criteria. In a particular case she chose her own selectors who in turn chose her. She got better rewards when she became Jyoti Basu's biographer. Her panel name was the only one sent to the Governor for appointment as pro-vice chancellor (academic), Calcutta University. Another bad precedent was set when Subhankar Chakraborty was reinstated as vice chancellor of Rabindra Bharati

    Qualified candidates get sidelined as Marxist supporters get all the plum
    academic posts.

    Calcutta University (CU) is set to begin the next millennium with a new
    vice-chancellor (VC). Its current VC, R.N. Basu, retires on December 31
    and is unlikely to get a third extension. While there is some degree of
    speculation as to who Basu's successor might be, there isn't any doubt on
    one score: he will be a CPI(M) loyalist. In West Bengal's education
    system, loyalty to the Marxist party has come to be accepted as part of
    the "minimum qualification" required for important posts. This unusual
    yardstick hasn't changed despite the furore over the appointment of Chief
    Minister Jyoti Basu's biographer Surabhi Banerjee as the pro-VC, academic,
    of CU earlier this year.

    Banerjee superseded many senior academics to get the post. Basu defended
    the decision by asking journalists to look at her resume: "It runs into
    pages." Apart from University Grants Commission guidelines, the approval
    of the senate is essential for anyone to be appointed VC. But with the
    senate being overwhelmingly red, it is no secret who will get the votes.
    Although party spokesmen say anyone meeting the qualifications is welcome
    to apply, the name of the "right candidate" is decided at the CPI(M)
    headquarters on Alimuddin Street.

    The party's 18-member education sub-committee has this onerous task.
    Although it is headed by Minister for Higher Education Kanti Biswas, its
    guiding light is party strongman Anil Biswas. The CPI(M) state secretary's
    role in West Bengal's education is so palpable that he has earned himself
    an alias: "Super VC".

    The red hunt for the new VC has been whittled down to a few candidates.
    The front-runner is the current VC of Burdwan University, Dilip Basu. A
    former professor of applied physics at cu, he was also a member of the CU
    senate for several years. And so has the blessings of Biswas and company.
    Last week, the North Bengal University got its new VC in exactly the same
    way: Pijush Saha, a CU geography professor, was appointed "unopposed".
    Saha is a CPI(M) card-holder. Similarly, Nityananda Saha, again a CPI(M)
    card-holder, was appointed chairman of the state College Service
    Commission (CSC).

    Apart from CU, Kalyani University and Shibpur Bengal Engineering College
    are to get new VCs soon. In both cases, the selection process will be no
    different: The institutions will prepare a panel of three candidates based
    on Marxist party recommendations, which will be put up before the senate
    for approval.

    The credit for controlling the senates goes to the CPI(M) organisational
    machinery. For instance, there are 25 seats reserved for certified
    graduates at CU which invariably go to the CPI(M). Reason: It fills out
    the requisite forms for party members/sympathisers and submits them before
    anyone else does.

    A recent case is the appointment of Basudev Chatterjee to the prestigious
    Ashutosh Mukherjee chair for medieval history. The chair had been kept
    vacant for 13 years after the retirement of renowned historian Amalesh
    Tripathi for want of a suitable candidate. This was despite eminent
    historians like Barun Dey and Ashin Dasgupta applying during this time.
    Although there are no technical grounds on which the appointment can be
    questioned (Chatterjee has all the minimum qualifications: over eight
    years experience, a doctorate, published works, research guidance), the
    real story again leads to Alimuddin Street. His name was recommended by a
    close confidant of Anil Biswas who incidentally is also related to the
    state advocate-general.

    Appointments to chairs at universities are decided by a panel of invited
    experts. The catch, however, is that the VC and the pro-VC, academic, of
    the institution have voting rights and can, therefore, overturn the
    panel's decision. This has forced many leading apolitical academics to
    refrain from applying. Says one: "The procedure is a sham."
    There seems to be a catch everywhere. Recruitment for treachers is going
    on in at least 50 colleges but 90 per cent of the candidates are CPI(M)
    members/workers. Essential qualifications suddenly disappear from lists
    submitted to selection committees so that loyalists who don't qualify can
    get through, as in the case of appointments to CU's radio physics
    department. Worse, as in a startling case at Shibpur Bengal Engineering
    College recently, a doctoral qualification was first waived to accommodate
    a loyalist and then restored once the appointment was made so that no
    other applicant could benefit later.

    Biswas sums all this up as nothing unusual: "As long as a person is
    qualified for the post, how does it matter which party he supports?" It
    doesn't, as long as supporting a party doesn't form part of the
    qualifications.

Mishra), মন্ত্রী কে চিঠি দিয়ে তদন্তের আবেদন করেছেন। ২০০০ সালের একটা VC নিয়োগ নিয়ে ২০১১ জুন-এ নতুন সরকারের কাছে এই চিঠি লেখা হয়। উনি একটা উপচার্য্য নিয়োগে নির্দিষ্ট নিয়ম না মানার কথা বলেছেন। খুব নির্দিষ্ট অভিযোগ। সত্যি হলে প্রমান করার অসুবিধা থাকার কথা নয়। আমার প্রশ্ন-
    ১। অভিযোগ টা আসতে ১১ বছর সময় লাগলো কেনো?
    ২। যদি পলিসি ভায়োলেসন এতোটাই সাদা কালোতে ছিলো- সরাসরি কোর্টে যাওয়া যেতো না?
    ৩। ঐ অভিযোগ পেয়ে মন্ত্রী কি কোনো তদন্ত কমিটি গড়লেন? তার ফলাফল কি হলো?

    সায়েন্সে এক আর এক দুই হয়, সব জায়গায় নয়। শিক্ষক একজন ব্যক্তি, কোনো রোবট নয়। তিনি ছাত্রছাত্রীদের সাথে interact করেন, তাদের অনুপ্রানিত করেন। সেই ব্যক্তি কিভাবে ছাত্রদের অনুপ্রানিত করছেন, সেটা গুরুত্বপূর্ণ নয়?
    তাহলে সিপিএম গণতন্ত্রে এসেছিল কেন? এসেছিল তো এই কারণেই যে যাতে তারা মেইন্স্ত্রিম ডিসকোর্স কে affect করতে পারে। স্কুলে শিক্ষক কি ইতিহাস পরালেন, মার্কস সম্পর্কে বা শ্রমজীবি মানুষের আন্দোলন সম্পর্কে কি মতামত, এগুলো গুরুত্বপূর্ণ বিষয় নয় marxbadI কোনো মানুষের কাছে?

    আর বাম গনিত তো আছে। সুদ কষার হিসেব - গ্রামের জোতদারের কাছ থেকে মাসে ১০% সুদ, আর গ্রামীন ব্যাংক থেকে ২%। তাহলে কোথা থেকে টাকা ধার করবে?
