    Manipur-based social activist Irom Sharmila, who has been fasting against AFSPA for the last ten years, will not be able to join Anna Hazare's agitation here as she has been prevented by authorities from doing so, activists claimed on Wednesday.

    "Sharmila will not be able to join us here at Ramlila Maidan as she had desired. The authorities in her state did not allow her," activist Medha Patkar announced to the protestors here.

    Assam based RTI activist Akhil Gogoi also seconded what Patkar said.

    "Sharmila wanted to tell the country about her fight that she has been undertaking against the Armed Forces Special Powers Act by coming here. But she will not be able to do it now," Gogoi SAID.

    Gogoi is also a member of team Anna and India Against Corruption (IAC) group.

    He said Sharmila was invited by them and she had expressed her solidarity to their movement against corruption and bringing a strong Lokpal Bill and she also wanted to come to Delhi to propagate her message.

    Gogoi said he would now himself tell the people gathered here about Sharmila's struggle and other such issues plaguing the northeast of the country.

    Sharmila has been fasting since the year 2000 demanding repeal of the AFSPA. She is confined to a hospital bed and is being fed through a nasal tube for a long time now.

  • আন্নার জয়ে লোকপাল বিল আরও জোরদার হলো। কিন্তু আমার কাছে আরও একটা আনন্দের বিষয়, আবার আরও বড়ো করে শর্মিলার লড়াই সামনে এলো।
    আন্না এবার নির্বাচনী সংষ্কার নিয়ে নামবেন। শুনলাম "ভোটদানে বিরত থাকিলাম" বলে একটা বোতাম/খোপ আন্নার দাবীর মধ্যে আছে। এটা সত্যিই খুব ভালো হবে।

    Aamir support for Sharmila

    Imphal, Aug. 28: Actor Aamir Khan has extended support to Irom Sharmila’s hunger strike against the Armed Forces (Special Powers) Act.

    “The Armed Forces Special Powers Act, 1958, should be repealed. I support Irom Sharmila. I do not think there is any provision in the Indian Constitution that denies meeting with people in custody,” the actor told coordinator of Imphal-based Just Peace Foundation Seram Rojesh in Delhi yesterday.

    Rojesh briefed Aamir at Ramlila ground, New Delhi, about the condition of Sharmila who has been fasting for the past 10 years demanding the repeal of the army act. She would complete 11 years of her fast in November.

    The foundation sent Rojesh to Delhi to show solidarity with Anna Hazare after Hazare had invited Sharmila to come to Delhi and join his fight against corruption. She replied she could not come as she is at present under judicial custody. Rojesh told Aamir that she was not allowed to meet people freely, including her family members by the government by imposing many procedures.

    Aamir said: “It should not be done like that. I know about the AFSPA. It has no place in a democratic society,” a release issued by the foundation here today said.

    Aamir who came to Ramlila ground to support Anna Hazare said he would consider an invitation by Rojesh to come to Manipur and pay a visit to Sharmila.

    “She is a part of us. I do not know whether my visit will help her or not. Let us think in other ways I can do for Irom Sharmila. You can also tell me what I can do for her,” Aamir told Rojesh.

    When Swati, a member of the India against Corruption, requested the actor to write something about her or an appeal to the people, the actor said he would do so, the release said.

    Another film actor, Raja Bundela, also extended support to Sharmila and the fight against the army act.

    “I know she has been fasting so long and people in this country do not extend support to her. It is sad. We should support her,” Bundela said.

    He said the act is like army rule and it should be repealed. Filmmaker Rajkumar Hirani also voiced concern about Sharmila. “She lives a painful life. I should definitely do something for her. I do not know much about the cause she is fighting for. Please send me through mail about the struggle she is fighting for. We will do something definitely.”

    Jan Sangharsh Morcha, a civil society organisation’s national spokesperson, Dinker Kapoor, said the organisation had taken a decision to support Sharmila and her cause.

    Social activist Medha Patkar also informed the foundation that she would extend her support to the fight against the act.

    গত মাসে অরুনা রায়, নিখিল দে আর শঙ্কর সিং এসেছিলেম ব্যাঙ্গালোরে।
    ওদের সোশ্যাল অডিট নিয়ে শুনলাম। সে বেশ দারুণ ব্যাপার। পঞ্চায়েতকে এলাকার সমস্ত মানুষের সামনে বাজেট ও কাজের খতিয়ান দিতে হয়। মিথ্যে কাজ দেখাতে গেলে মানুষ আটকে দেন। এবং সেই না হওয়া কাজের টাকা ফেরৎ দিতে হয় সংশ্লিষ্ট অধিকারীদের।
    কয়েকজন শ্রোতা ১০০ দিনের কাজ নিয়ে অসন্তুষ্টিন প্রকাশ করেন। ওঁদের বক্তব্য ছিলো আমাদের করের টাকায় "ইধর কা মিট্টি উধর" করা হয়। এতে টাকাটা নষ্ট হয়। তাতে শঙ্কর সিং বলতে ওঠেন। ওনার কথা হলো, এতো প্ল্যানিংএর গলদ। আমরা কাজ করি পয়সা পাই। যা কাজ দেবে সরকার তাই করবো। সে, ইধর কা মিট্টি উধরই হোক বা রাস্তা বানানোই হোক, আমাদের ঘাম যা ঝরার তা তো ঝরেই। যারা এই কাজগুলো ঠিক করে তারাও তো আপনার করের পয়সাতেই মইনে পায়, আমাদের চেয়ে অনেক বেশীই পায়। আসল পয়সা নষ্টতো ওখানেই হয়।
    নানান আইন, RTI, লোকপাল খুবই ধীরে ধীরে একদম নীচুতলার মানুষকে অল্প-স্বল্প ক্ষমতা দিচ্ছে। সব জায়গায় এই আইন প্রয়োগেও নানা ঝামেলা হচ্ছে। RTIএর বলে তথ্য জানতে চেয়ে খুন হচ্ছেন মানুষ বহু জায়গায়।
    তবু কোথাও মনে হচ্ছে ভারতের গণতন্ত্র মোড় নিচ্ছে।

    একশদিনের কাজে কি কাজ করা হবে তা পঞ্চায়েতই ঠিক করুক, অডিট হোক সেটার। আসলে এই মাটিআতাতে সমস্য আরও বেশী হয়, কাদা হয় সদ্য ফেলা মাটিতে, আগেকার সেটল করা রাস্তা আনসেটলই হয়। যারা কাজ করায়, টাকা দেয়, টাকা পায় সবারই কেমন একটা ভাব, সরকারের মাল লুটে পুটে খাবার জন্যে, এটা যে জনগে্‌ণর টাকা তা কম লোকই ভাবে, দীর্ঘ ৬০ বছরের মাইন্ডসেত।

    এমন নয় যে আপনারা নিজেদের মতামত জানাবেন পাঁচ বছরে মাত্র একবার, আর তারপরে আপনাদের মতামত জানাবার আর কোনও অধিকারই থাকবে না। আপনার এলাকার নির্বাচিত জনপ্রতিনিধি, যাঁকে আপনারা ভোট দিয়ে সংসদে পাঠিয়েছেন "আপনাদের কথা' বলতে, আপনাদেরই সুনিশ্চিত করতে হবে সেই প্রতিনিধি যেন আপনাদেরই কথা বলে। কোনও নতুন বিল, অ্যামেন্ডমেন্ট, নতুন রিফর্ম যাই হোক না কেন, প্রতিনিধিকে আগে নিজের মহল্লায় মহল্লায় সেই ব্যাপারে বলতে হবে, মহল্লার মেজরিটি লোক যদি বলে যে এই বিলটা পাস হওয়া জরুরি, তা হলেই তিনি সেই বিলের পক্ষে ভোট দেবেন, তাঁর নিজের বক্তব্য বলে কিছু থাকবে না। তিনি জনপ্রতিনিধি, জনতার সেবক, জনতার রাজা হবেন না। কেবল জনতার আওয়াজটা সংসদের কক্ষে পৌঁছে দেবার দায়িত্ব তাঁর। তিনি নিজেও সেই মহল্লায় ভোট দিন, পক্ষে বা বিপক্ষে, কিন্তু শেষ রেজাল্ট যা হবে, সেটাই তাঁকে নিয়ে যেতে হবে সংসদের অধিবেশনে। সেখানে হবে শেষ ভোটাভুটি।

    সেটাই হবে গণতন্ত্র।

    শুনলেও গায়ে কাঁটা দেয়। :)

  • স্বপন কেন, বাস্তবে সম্ভব নয় কেন? ১০০ দিনের কাজে কেন শুধু মাটিকাটা হবে, প্রাইমারী স্কুলের বাগান বা চাল ছাওয়া হবে না, সাঁকো রিপেয়ার নয় কেন, উদ্দেশ্য তো asset creation ও কাজ দেয়া, তবে? এ তো কোটি কোটি টাকার ব্যাপার নয়। আর পঞ্চায়েৎ আজকাল অনেক বড় বড় কাজও করে, টাকা হ্যান্ডল করে থাকে। গ্রাম পঞ্চায়েৎ খুব একটা unwieldy ব্যাপারও নয়।

    Abhiyan demands governmental enquiry of entire block

    Jaipur, January 7, 2011: The social audit of development works under MGNREGA in Todgarh panchayat, Ajmer district asserted and endorsed the Rs 56 lakh embezzlement found by the district administration in a recent enquiry, whose findings were read out at the social audit gram sabha yesterday. It may be recalled that only recently, panchayat resident Bikam Chand Jain who was seeking information on MGNREGA and other panchayat works in Todgarh had his legs cut off by relatives of the ex-sarpanch and is currently undergoing treatment in Mumbai. Significantly, corruption to the tune of Rs 1.3 crore was also uncovered by a special audit of MGNREGA works last year in neighbouring panchayat Malaton ki Vair.

    “The scale of fraud being unearthed in these two neighbouring panchayats and the violent attack on information seekers indicates there is rampant corruption in this area. We demand that an enquiry of the entire block be done,” said Nikhil Dey of Mazdoor Kisan Shakti Sangathan (MKSS).

    এবার আন্নার নির্বাচনী সংষ্কার যদি ঠিকঠাক হয়, তবে ""কাউকেই পছন্দ নয়""তে যদি সংখ্যাগুরুর ভোট পড়ে তবে, ঐ প্রার্থীদের বাতিল করে অন্য প্রার্থী দিয়ে আবার নির্বাচন হবে।
    এটা হলে সত্যিই বড় কাজ হবে।

    একটা জায়গায় আপত্তি আছে। যারা টাকা পায় (১০০ দিনের কাজ জাতীয় প্রকল্পে) তাদের ""লুঠে খাও"" ব্যাপারটা থাকে না, কারন তাদের খাটতে হয়। ১১৯ টাকার জন্য ঘাম ঝরাতে হয়। তাদের ইস্কুল বানাতেও খাটতে হয়, ইধর কা মিট্টি উধর করতেও খাটতে হয়। লুঠে খায় তারা যারা এদের কাজ ঠিক করে দেয়। তার মাস গেলে হাজার হাজার টাকা মাইনে পায়।

    ..Anna Hazare would soon visit Manipur to support Irom Sharmila Chanu, who has been on a hunger strike for nearly 11 years seeking repeal of the controversial Armed Forces (Special Powers) Act (AFSPA).

    "Once Anna is released from hospital, his first destination will be the northeast. His first stop-over in the region will be Assam, where he will address an anti-dam rally. He will then visit Manipur in support of Sharmila's crusade against AFSPA," the RTI activist and peasants' leader from Assam told newspersons here after returning from New Delhi, where he was with the veteran Gandhian during the latter's fast against graft.

    "The India Against Corruption's core committee has finalized Anna's visit to Manipur. After the 288-hour fast, he is not keeping well and is in hospital now. Once he is discharged, he will visit the northeast. Anna is very much in solidarity with Sharmila's cause," said the general secretary of the Krishak Mukti Sangram Samiti (KMSS), which has been spearheading a movement against the possible adverse effects of the huge dams coming up in the region, particularly Arunachal Pradesh, on the people in the downstream areas.

    Earlier, another member of the India Against Corruption core committee, Arvind Kejriwal, had invited Sharmila to join Anna's agitation on the Ramlila Ground. Though the Iron Lady from Manipur expressed her solidarity with Anna's movement, she expressed her inability to join him in Delhi. She reasoned that state authorities would not allow her to leave Manipur because she was in judicial custody.

    At present, Sharmila is lodged in the security ward of the Imphal-based Jawaharlal Nehru Hospital where she is being forced-fed through her nose. She launched her crusade after Assam Rifles personnel killed 10 civilians at Malom village near Imphal airport on November 2, 2000. Sharmila started the indefinite fast three days later, demanding repeal of the act.

    Akhil said Sharmila's issue cropped up after a section of the media reported while Anna's fast caught the imagination of the country, the Iron Lady from Manipur, despite being on a fast for a decade, did not get any attention from the government or people from other parts of the country.

    On charges that Anna's movement was backed by groups such as the RSS, Akhil agrued that secular credentials were kept intact during the agitation. Denying that Anna's anti-graft crusade was only confined to the urban middle class, the RTI activist said farmers from Haryana, Uttar Pradesh and the outskirts of Delhi joined the Gandhian in huge numbers.

    যাহোক, আন্নার অনশন ও সাম্প্রতিক লোকপাল ( যাকে আআপ এখন 'জোকপাল' নাম দিয়েছে) নিয়ে রাজনীতি প্রসঙ্গে আআপ এর বিবৃতিটা এখানে রইলো। শেষ প্যারায় অনশন উঠিয়ে resurgent civil society movement for an electoral revolution in the country which promises to bring about the revolutionary changes in the democratic, electoral and anti corruption system in the country তে যোগ দেবার জন্য আন্নাকে ডাক দেওয়া হয়েছে। আন্না শুনবেন ?

    "The Jan Lokpal was conceived as an independent empowered and accountable ombudsman which could independently, credibly and expeditiously investigate corruption offences of all public servants who are today not being investigated because the investigating agencies are controlled by the same public servants who need to be investigated. Such a Lokpal would need to be functionally, financially and even in terms of appointment and accountability be independent of the government and indeed the political establishment even if they are for the time being not in government. A Jan Lokpal bill was drafted by the Civil Society members of the joint drafting committee for this purpose in June 2011 which had the support of at least 80% people of the country. A fast was undertaken by Anna Hazare at Ramlila Maidan in August 2011 for this purpose, at the end to which the Parliament passed a unanimous resolution committing to passing a Lokpal Bill which would have at least 3 elements: That all public servants, high or low would be included in the investigative ambit of the Lokpal; that the Lokpal would also monitor the Citizen’s charters and have the power to penalize public authorities and servants who violate it; and that the Lokpal bill would contain provisions for Lokayktas on the same lines as the Lokpal for the States, which would take of corruption among State Public servants.

    Unfortunately however, the government introduced and passed a farcical bill called the Lokpal Bill 2011 in December 2011. The same bill was then brought before the Rajya Sabha but torn up and thrown away and then referred to the Select Committee. The Bill as passed by the Lok Sabha left the selection of the Lokpal essentially in the hands of the government. It also left the accountability of the Lokpal in government hands, thus completely compromising the independence of the Lokpal. Equally importantly, this bill left the Lokpal’s corruption investigations in the hands of a government controlled CBI. Also, the bill did not contain even a single one of the 3 provisions which the Parliament had unanimously promised Anna Hazare before he broke his fast. Only group A public servants and not all were brought within the Lokpal’s purview; There was no provision for a State Lokayukta’s in this bill; and there was no mention of a citizens charter. Moreover, the investigation of the Lokpal was crippled by the need to first have a preliminary inquiry where the accused public servant would have to be heard (thus allowing him to destroy evidence) before even the FIR could be registered. And worst of all, a person whose complaint was labeled “frivolous or vexatious” by this government controlled Lokpal could be imprisoned for upto 5 years (even more than the punishment for corruption)! That is why we had called this bill a Jokepal bill or a bill for the protection of corrupt public servants.

    The select committee has recommended some cosmetic changes in the bill which do not take care of the fundamental defects of the bill. In the selection and removal of the Lokpal, slightly more weightage has been given to the opposition rather than the government, but even with this, the appointment and removal of the lokpal remains under the control of the political class who usually would have the same vested interest to have a weak and pliable Lokpal. Similarly, the select committee has recommended that the CBI officers investigating the corruption complaints entrusted to them by the Lokpal would remain under the suprindentance of the Lokpal and would not be transferred out without the permission of the Lokpal. However, the essential administrative powers over the CBI officers of promotions, postings, disciplinary control and post retirement jobs would remain with the government, thus rendering them beholden to and dependant on the government. Nothing substantive is proposed by the select committee to deal with the 3 assurances of Parliament to Anna.

    We are now witnessing an unseemly spectacle in Parliament with the Congress and the BJP fighting to claim credit for passing this farcical Jokepal bill, with or without the cosmetic amendments of the select committee. In either case, it would remain a far cry from the Jan Lokpal bill which had been drafted by Team Anna and for which Anna had fasted at Ramlila maidan.

    Anna is on fast again at Ralegan Siddhi for the Lokpal bill. Agents of the Congress and the BJP have been going to him to get him to accept this Jokepal bill. We realized more than a year ago that these corrupted parties like the Congress and the BJP were not going to allow any independent and credible Lokpal which would send half of their ministers and many of their leaders to jail. That is why we had to form a political party, realizing that we will need to be in the legislatures to get the Jan Lokpal bill passed. No amount of Fasting and protests will force these parties to do what the country really needs. While expressing our full support for the cause for which Anna is fasting, we call upon him to give up his fast and join the resurgent civil society movement for an electoral revolution in the country which promises to bring about the revolutionary changes in the democratic, electoral and anti corruption system in the country.
