    আর নিওলিবেরাল মডেল ফলো করছে ফিফা এটা কোনো নতুন কথা না এই বলতে ঐ বইয়ের কথা বলেছি। মানে কলেজস্ট্রীটে কিছু ছেলেপুলে ঠিক করল নিওলিবেরাল কথাটা গুঁজে দেওয়া হোক, এরকম নয় ব্যপারটা এটাই মনে হয়েছে, যেহেতু মৌলিক কিছু না। যারা ঐ স্লোগান গুলো নিজেরা লিখেছে, তারা কী ভেবে করেছে কী করে বলব! প্রশ্নগুলো তো ডিরেক্টলি তাদের করতে হয় তাহলে।

    কিন্তু আসল কথা তো এই নিয়ে ছিলনা, আরো একবার বলি এই প্রতিবাদ করা নিয়েই খিল্লি ও হাসি দেখছিলাম। দুটো আলাদা জিনিস, প্রতিবাদের ধরণ নিয়ে প্রশ্ন বা অন্যমত থাকতেই পারে, কিন্তু প্রতিবাদটাই খিল্লিযোগ্য এইটে কিঞ্চিৎ অদ্ভুত।

    Amidst internal divisions, FIFA's secretary-general Blatter's deputy and former protégé, Michel Zen-Ruffinen drew up a 30-page dossier outlining allegations of financial mismanagement within the organization. (article1, articles2) The dossier alleged that the collapse of FIFA's marketing partner ISL had led to losses of up to $100m under Blatter's management. The allegations were backed by Johansson, (article) and the dossier was handed to the Swiss authorities, but they cleared Blatter of any wrong doing and FIFA had to pay all the costs. (article) An internal investigation within FIFA was halted by Blatter because members of it broke confidentiality agreements. (article) This questionable behavior led him to remove Zen-Ruffinen from office immediately before the FIFA World Cup 2002.
    In May 2006 British investigative reporter Andrew Jennings' book Foul! The Secret World of FIFA: Bribes, Vote-Rigging and Ticket Scandals caused controversy within the football world by detailing an alleged international cash-for-contracts scandal following the collapse of FIFA's marketing partner ISL, revealing how some football officials have been urged to secretly repay the sweeteners they received. The book also alleged that vote-rigging had occurred in the fight for Sepp Blatter's continued control of FIFA. A BBC television exposé by Jennings was broadcast following the release of the book.
    During this hour-long program (screened on June 11, 2006), Jennings suggested that Sepp Blatter was being investigated by Swiss police over his role in a secret deal to repay more than £1m worth of bribes pocketed by football officials. All testimonies offered in the expose were provided through a disguised voice, appearance, or both, except one person: Mel Brennan, formerly a lecturer at Towson University in the United States (Head of Special Projects from 2001–2003 for CONCACAF, a liaison to the e-FIFA project and a 2002 FIFA World Cup delegate), became the first high-level football insider to go public with substantial allegations of greed, corruption, nonfeasance and malfeasance by CONCACAF and FIFA leadership.
    Brennan (the highest-level African-American in the history of world football governance), Jennings and many others exposed allegedly inappropriate allocations of money at CONCACAF, and drew connections between alleged CONCACAF criminality and similar behavior at FIFA. Since then, and in the light of fresh allegations of bribery and corruption and unclear action by FIFA in late 2010, both Jennings and Brennan remain highly critical of FIFA, with Brennan calling directly for an alternative to FIFA to be considered by the stakeholders of the sport throughout the world.
    In a further documentary broadcast on BBC One on 29 November 2010, Jennings alleged that three senior FIFA officials, Nicolas Leoz, Issa Hayatou and Ricardo Teixeira, had been paid huge bribes by FIFA's marketing partner ISL between 1989 and 1999, which FIFA had failed to investigate. He claimed they appeared on a list of 175 bribes paid by ISL, totaling about $100 million. A former ISL executive said that there were suspicions within ISL that the company was only awarded the marketing contract for successive World Cups by paying bribes to FIFA officials. The program also alleged that another current official, Jack Warner, has been repeatedly involved in reselling World Cup tickets to touts. President of FIFA Sepp Blatter said that FIFA had not investigated the allegation because it had not been told about it via 'official channels'.
    The program also criticized FIFA for allegedly requiring World Cup host bidding nations to agree to implement special laws for the World Cup, including blanket tax exemption for FIFA and sponsors, and limitation of workers' rights. It alleged that governments of bidding nations are required to keep the details of the required laws confidential during the bidding process. However, they were revealed by the Dutch government, which refused to agree to them, resulting in FIFA warning the Dutch government of adverse effects on the Dutch nation’s bid. According to the program, Jennings' was banned from all FIFA press conferences following earlier investigations for reasons he says have not been made clear, while the accused officials failed to answer questions about his latest allegations, either verbally or by letter.
    British Prime Minister David Cameron and Andy Anson, head of England's World Cup bid, criticized the timing of the program, which was broadcast (by the British Broadcasting Corporation BBC) three days before FIFA's decision on the host for the 2018 FIFA World Cup. England was wary of the damage that might be caused on UK's bid to host the 2018 world cup as the voters included officials accused by the program
    FIFA's choice to award the 2018 World Cup to Russia and the 2022 World Cup to Qatar, has been widely criticized by English-speaking media. It has been alleged that some FIFA inside sources insist that the Russian kickbacks of cash and gifts given to FIFA executive members were enough to secure the Russian 2018 bid weeks before the result was announced. Sepp Blatter was widely criticized in the media for giving a warning about the "evils of the media" in a speech to FIFA executive committee members shortly before they voted on the hosting of the 2018 world cup.     While allegations of bribery and corruption have plagued FIFA for years, British newspaper, The Sunday Times, recently published “proof” in the form of leaked documents. The cache of emails, allegedly from a “senior FIFA insider”, revealed that former FIFA executive committee member, Mohamed bin Hammam paid more than $5 million to secure support for Qatar’s 2022 World Cup bid. In 2012, the FIFA ethics committee had banned Mr bin Hammam, a Qatari national, from all football activities over “conflicts of interest”.
    According to the evidence, Mr Hammam reportedly lavished cash payments, gifts and trips upon FIFA’s executive and African officials in exchange for their votes. However, Qatar has denied any wrongdoing and has distanced itself from Mr bin Hammam, saying he was “not a member of Qatar’s bid team”.
    The revelations came as no surprise to many, and merely confirmed what had long been suspected: that Qatar’s successful bid had been “bought”. The scandal has thrown the spotlight onto FIFA’s secretive voting procedures and general lack of transparency. Many World Cup sponsors, such as Adidas, Visa, Sony, and Coca Cola have also expressed concern; calling for the allegations to be investigated appropriately.

    ব্রাজিলের স্লোগানগুলি কলকাতায় কপি করা কেন? এই ছিল আরেকটি প্রশ্ন। এতে কি ভুল মেসেজ যায়না? তার উত্তর পাইনি।

    অন্য কিছু না। যুক্তিগুলো ভেবে দেখতে বলছি। এইগুলো দিয়ে সত্যিই কাউকে কনভিন্স করা যায় কি? আমি তো চাইব, কেউ বিষয়টা নিয়ে সিরিয়াস হলে, বইগুলি পড়ুন, জানুন, পয়েন্ট করে জনসমাজে প্রচার করুন, তারপর ফিফার সঙ্গে নিও-লিবারিজমের সম্পর্ক নিয়ে আন্দোলনে যান। (ব্যক্তিগতভাবে আমি রাজনীতিতে আগ্রহী যে লোকেদের চিনি, ইনক্লুডিং আমি, কেউই এইসব খেলা সংক্রান্ত বই পড়েন বলে মনে হয়না)। ব্রাজিলের সঙ্গে সংহতি অবশ্যই এইসব না পড়েও করা যায়।

    এবার নন-প্রফিট নিয়ে। ফিফার রিজার্ভে অনেক টাকা আছে। সে টাকা কি ব্যক্তি পুঁজির উন্নতিতে খাটছে? মনে হয়না। (আবার, ভুল হতে পারে, কিন্তু তথ্য চাই)।

    এবং ট্যাক্স কাট বিষয়ে। ব্রাজিলে পরিকাঠামো উন্নয়নে, যা শুনছি ১১ বিলিয়ন ডলার খরচা হয়েছে। ফিফা ট্যাক্স কাট না চাইলে সাড়ে দশ হত। তাতে ব্রাজিল বাসীর বিক্ষোভ কমত? মনে হয়না। তাদের বিক্ষোভ তো মূলতঃ সরকারী নীতি নিয়ে। সেটা একশবার ঠিক আছে।

  • একদিকে রিজার্ভে প্রায় বিলিয়ন ডলার রাখা, অন্যদিকে নন-প্রফিট বলে সব রকম ট্যাক্স ছাড় নেওয়া নিয়ে তো খুব স্পেসিফিক অভিযোগ আছেই। এই ট্যাক্স ছাড়গুলো না পেলে আয়োজক দেশের উপর চাপ কম পড়ত ! ব্রাজিল এবারে কয়েকশো মিলিয়ন ডলার ট্যাক্স ছাড় দিচ্ছে।

    আর দুর্নীতি নিয়ে নাম করেই অভিযোগ করেছেন, এমনি প্রচুর আছে। সব আর বসে বসে দিতে পারছিনা।

    শুধু একটাই কথা, যে, যাঁরা ফিফাকে নিও-লিবারাল বলছেন, তাঁদের দেখাতে হবে, এক, ফিফা কিভাবে নিও-লিবারাল হল (দুর্নীতিগ্রস্ত হলেই নি-লিবারাল হয় না কিন্তু)। দুই, কংক্রিট দুর্নীতির অভিযোগ কি আছে।

    নাম গোপন করে জনৈক অফিশিয়াল বলেছেন, "প্রোজেক্টে যা টাকা বরাদ্দ হয়, তার চেয়ে আসলে কম লাগে"। -- এটা নির্জলা সত্যি হলেও, এমনকি প্রতিটা ক্ষেত্রে সত্যি হলেও, তার সঙ্গে হিসেবে গরমিলের কোনো সম্পর্ক নাই থাকতে পারে।হয়তো প্রসেসে জটিলতা, আমলাতন্ত্র, যা খুশি হতে পারে। এর সবকটাকেই গভর্নেন্সের সমস্যা বলা যেতে পারে।

    নির্জলা সত্যি হলেই এই। এবার এই অভিযোগে, যাতে নামও গোপন রাখতে হয়, তাকে আদৌ নির্জলা সত্যি হিসেবে ধরব কিনা সে তো পরের কথা।

    আন্দোলন করতে গেলে এর চেয়ে বেশি কংক্রিট এভিডেন্স লাগে। আমি প্রশ্ন করব, "আপনারা কি নিস্চিত, যে, ফিফা নিও-লিবারাল?" আন্দোলনকারীরা গড়গড় করে আমাকে যুক্তি তথ্য দিয়ে দেবেন। আমি একদম বধ হয়ে যাব। তা না করে, আমাকেই "আপনি কি নিশ্চিত ফিফা দুর্নীতি করেনি?" বললে তো আন্দোলনের জোরটাই নষ্ট হয়ে যায়। আমি তো নিশ্চিত নয়ই। কিন্তু আমি মানুষ চাঁদে গেছে কিনা নিয়েও নিশ্চিত নই। সুইস ব্যাঙ্কে রাজীব গান্ধীর টাকা নেই বলেও নিশ্চিত নই। কিন্তু তার বেসিসে তো আন্দোলন করা যায়না।

    কেউ ফিফার বিরুদ্ধে বিক্ষোভ দেখালে তাকে এই প্রশ্নগুলোর উত্তর দিতে হবে, এইটাই খালি বলার। ব্যস।

  • আয়োজক দেশকে ফিফা যা দেয় বলে ঘোষণা করেছে, সেটা যথেষ্ট লজিকাল।

    বিশ্বকাপ আয়োজনে যা খরচা হয় (অপারেটিং কস্ট), এবং প্রাইজ মানি -- ফিফা আয়োজক দেশকে তার চেয়ে বেশি টাকা দেয়। মানে দক্ষিণ আফ্রিকায় যা হরচ হয়েছে, তার চেয়ে কয়েকশো মিলিয়ন ডলার বেশি দিয়েছে।

    ফিফা যা দেয়না, তা হল ইনফ্রাস্ট্রাকচার উন্নয়নের খরচ। স্টেডিয়াম, রাস্তা, এসব বানানোর খরচ। এটা আয়োজক দেশের সরকারকে নিজেকে বহন করতে হয়। কারণ স্টেডিয়াম বা রাস্তা দেশের পরিকাঠামোর অংশ। ফিফার সম্পত্তি নয়।

    বাকি যা টাকা থাকে, তার সত্তর শতাংশেরও বেশি সারা পৃথিবীতে সরাসরি ফুটবল খাতে খরচা করা হয়। সেটা করাই উচিত। বিশ্বকাপ যারা করেছে, তারাই শুধু টাকার ভাগ পাবে কেন। (যেরকম আপমা বলি ভারতের উত্তর-পূর্বেও টাকা ঢালা হোক)।

    এর ডিটেল হিসেব আমি নিচে দিয়েই দিয়েছে। এবার ঘানাকে বেশি না দিয়ে কেন ভারতকে বেশি দেওয়া হল, এই জাতীয় সমস্যা থাকতেই পারে। কিন্তু বড়ো স্কেলে এর মধ্যে আপত্তিকর কোনটা? নিও-লিবারাল কোনটা? একটা নন-প্রফিট সংস্থা নিজের পায়ে দাঁড়িয়ে বড়লোক হয়েছে, সেটা নিহ্চয়ই কোনো অপরাধ নয়।

  • বিশ্বকাপ থেকে লাভের অঙ্কের অ্যামাউণ্ট নিয়ে জালি করেছে, সেটা প্রতিবাদকারীরা বলেছেন বলে শুনিনি। অন্যান্য খাতে খরচ নিয়ে প্রশ্ন আছে বলে শুনেছি।
    প্রতিবাদকারীদের দাবিদাওয়ার মধ্যে এটা পড়েছি যে বিশ্বকাপের লাভের এত অংশ কেন ফিফা নেবে, আয়োজক দেশকে আরো ভাগ দেবেনা কেন ইঃ। সেটার কোন ভ্যালিডিটি নেই, মনে হয়নি।
    আর ব্রাজিলে উচ্ছেদের বিরুদ্ধে কি স্বাস্থ্য শিক্ষা খাতে সরকারের ব্যয় না করা নিয়ে আন্দোলনে যদি সংহতি থেকে থাকে, তাহলে কোলকাতাতেও তো দেখলাম সেই ইস্যুতে সংহতি জানিয়েছে। তুমি গুরুতে সংহতি জানাচ্ছ, কেউ রাস্তায় নেমে জানিয়েছে। তাহলে কিছু ইস্যুতে অন্তত কোলকাতার সেই সংহতি প্রতিবাদকেও তো সমর্থন ই করলে ঃ)
