  • In Western Europe, the gas pipeline network is already dense. New pipelines are planned or under construction in Eastern Europe and between gas fields in Russia, Near East and Northern Africa and Western Europe. See also List of natural gas pipelines.

    LNG carriers transport liquefied natural gas (LNG) across oceans, while tank trucks can carry liquefied or compressed natural gas (CNG) over shorter distances. Sea transport using CNG carrier ships that are now under development may be competitive with LNG transport in specific conditions.

    Gas is turned into liquid at a liquefaction plant, and is returned to gas form at regasification plant at the terminal. Shipborne regasification equipment is also used. LNG is the preferred form for long distance, high volume transportation of natural gas, whereas pipeline is preferred for transport for distances up to 4,000 km (2,485 mi) over land and approximately half that distance offshore.

    CNG is transported at high pressure, typically above 200 bars. Compressors and decompression equipment are less capital intensive and may be economical in smaller unit sizes than liquefaction/regasification plants. Natural gas trucks and carriers may transport natural gas directly to end-users, or to distribution points such as pipelines.

In fact, Lithuania pays the highest price in the EU, around $500 per cubic meter. Larger European states, attached to the European pipeline system, have been able to negotiate lower prices with their Russian counterparts. Twenty three years ago Lithuania escaped from the Soviet-era grips of Moscow but the current energy situation has once again pulled the Baltic country into the Russian sphere of influence.

    The justification Mr Putin claims for sending in troops is not Crimea’s unique history, but the principle that the Kremlin has a duty to protect Russians and Russian-speakers wherever they may be—the logic that Hitler used when he seized parts of Europe in the 1930s. If the West implicitly accepts this line, Mr Putin will have a pretext for intervening to protect Russians scattered across the former Soviet Union, from Central Asia to the Baltic.

    Many powers, not least Britain, France and the United States, have sometimes broken international law. But Mr Putin has emptied the law of significance, by warping reality to mean whatever he chooses. He has argued that fascists threaten the safety of Russian-speakers in Ukraine; that the elite troops surrounding Ukrainian bases are not Russian, but irregulars who bought their uniforms in the shops; that the Budapest memorandum, which Russia signed in 1994 and guarantees Ukraine’s borders, is no longer valid because the government in Kiev has been overthrown. Such preposterous claims are not meant to be taken at face value. Instead they communicate a truth that ordinary Russians understand only too well: the law is there not to restrain power, but to serve it. Unchallenged, this is a licence for Russian aggression.

Looking ahead, we must hope that the meeting in Brussels of the European foreign ministers, including Russia -- the first, we assume, of several -- may create a blueprint for Ukraine based on cooperative solutions rather than confrontation.

    In Donetsk, the city that once used to be the stronghold of the ousted President Viktor Yanukovich, people are protesting against the new governor appointed by Kiev last Sunday.

    The appointee is Ukrainian oligarch, billionaire Sergey Taruta, the owner of ISD, one of the biggest mining and smelting companies in the world, he also owns the Donetsk-based Metallurg Football Club.

    The oligarch governor failed to come to Donetsk immediately after the appointment, so demonstrators have chosen a “people’s governor” of their own, the leader of the ‘National levy’ Pavel Gubarev advocating setting a referendum that might ask the citizens of Donetsk region about reunification with Russia. The ‘National levy’ also started collecting signatures to conduct referendum on allegiance of the region.

    USS Truxton, with a crew of about 300, is an Arleigh Burke class destroyer equipped with the Aegis combat system, which integrates the ship's radar, sensors and missile weapons to engage anti-ship missile threats. The warship is part of the USS George W. Bush Carrier Strike Group currently stationed in Greece. The carrier is not expected to move into the Black Sea in respect of the Montreux Convention of 1936, which closed Turkish Bosphorus and Dardanelles for ships with deadweight over 45,000 tons. With its 97,000 tons, the USS George W. Bush is the world’s largest warship.

    USS Truxton has taken up the baton of American military presence in the region from frigate USS Taylor, which ran aground in the Turkish port of Samsun in the Black Sea last month, with a broken propeller hub and blades. On Friday, a tugboat began to tow the damaged warship to Greece’s island of Crete, where it will be repaired at the US Navy base in Souda Bay.

    USS Truxton will reportedly stay in the Black Sea till mid-March. The Montreux Convention allows a warship of any non-Black Sea country to stay in the region for 21 day only.

    During the military conflict between Russia and Georgia in August 2008, an American ship was also present in the Black Sea with reconnaissance and an officially proclaimed humanitarian mission. In September 2008, the US costal guard ship, Dallas, docked at Sevastopol harbor with a secret mission and had to leave in haste because of mass local protest.

    Given the present conditions, an American battleship is highly unlikely to get anywhere near the Crimea shores, let alone Sevastopol, without a risk of repeating a hasty exit from the past.

    On February 12, 1988, a Ticonderoga-class cruiser, the USS Yorktown, and a Spruance-class destroyer, the USS Caron, had to flee from Soviet territorial waters off the Crimean Peninsula. After the two American warships ignored the Soviet Navy’s demands to leave country’s territorial waters immediately, the Soviet frigate, Bezzavetny, simply rammed both American ships, forcing them to comply with international maritime rules..

    এইরকম সিচুয়েশানে রাশিয়া তাদের প্রথম মুভ নেয়। এর আগে পর্য্যন্ত রাশিয়া এতে ইনভল্‌হড হতে পারে নি, সোচি অলিম্পিক নিয়ে ব্যস্ত ছিল। ঠিক ক্যুর পর রাশিয়া এবং ইস্টার্ন ইউক্রেনের মানুষ ভয় পেয়েছিল যে এবার রাইট উইং গুন্ডারা ইস্টার্ন ইউক্রেনে দলে দলে এসে উপস্থিত হবে এবং সন্ত্রাস চালাবে। রাশিয়া তখন মিলিটারী দিয়ে ক্রিমিয়ার এয়ারপোর্টের সিকিউরিটি বাড়িয়ে দেয় যাতে মিলিট্যান্টরা পৌঁছে যেতে না পারে। বড় হাইওয়েগুলোতেও একইভাবে সিকিওরিটি বাড়িয়ে দেয়। এটা কিয়েভের কাছে অ্যাগ্রেশান মনে হতে পারে, কিন্তু ক্রিমিয়ার মানুষদের কাছে মনে হয়নি। ক্রিমিয়ার পোলিটিকাল লীডাররা তো একেবারেই রাশিয়ার পক্ষে, সেটা অলরেডি দেখা গেছে। দেশের মানুষরা কিনা সেটা ১৬ তারিখ বোঝা যাবে। মনে রাখতে হবে, এই 'অ্যাগ্রেশানে' এখনও রাশিয়ান মিলিটারীর সাথে দেশের মানুষের কোন সংঘর্ষের খবর পওয়া যায় নি। যেখানে কিনা, 'ডেমোক্র্যাটিক বিপ্লবে' প্রচুর মানুষ ইনক্লুডিং পুলিশ মারা গেছে।

    চুক্তি ছিল ক্রিমিয়ায় রাশিয়া ২৫০০০ পর্য্যন্ত মিলিটারী রাখতে পারে। এখন ১৬০০০ মিলিটারী রাশিয়া রেখেছে। এর স্টেবিলাইজিং এফেক্ট আছে। অন্য ইস্টার্ন ইউক্রেনে রাশিয়ার মিলিটারী রাখার পার্মিশান নেই। তাই দ্যোনেৎস্কের মত শহরগুলোয় রাশিয়ান স্পাইরা লোকাল লোকদের অর্গানাইজ করেছে পার্লামেন্টে ঢুকে পড়ার জন্য। রাশিয়া পাবলিকলি স্টেটমেন্ট দিয়েছে যদিও আমরা আক্রমণ করিনি, আমরা আক্রমণ করতে পারি যদি রাশিয়ানদের জীবন বিপন্ন হয়। এতে করে এখনও পর্য্যন্ত কিয়েভের রাইট উইং গুন্ডারা ইস্টার্ন ইউক্রেনে এসে রক্তপাত ঘটাতে পারে নি। এইটুকু শো অফ পাওয়ার জরুরী ছিল। তা না হলে লিবিয়া, সিরিয়ার স্ক্রিপ্টই এখানেও প্লেড হত।

    ক্রিমিয়া যদিও ইউক্রেনের আন্ডারে, এটা একটা অটোনমাস রিপাবলিক। এদের নিজস্ব ফ্ল্যাগ আছে, অ্যান্থেম আছে, কনস্টিচিউশান আছে। ইস্টার্ন ইউক্রেনের অন্যান্য অঞ্চলের চেয়ে ক্রিমিয়া অনেক বেশী লুজলি কানেক্টেড টু ইউক্রেন। তাই এদের ইউক্রেন থেকে বেরিয়ে যাওয়ার অধিকারও আছে। যেমন আমেরিকার স্টেটগুলোর আছে। দ্যোনেৎস্ক ইত্যাদি অঞ্চলের এই রাইট নেই। তাই তারা বেরিয়ে যাওয়ার কথা বলছে না। তারা আরো ফেডারাল স্ট্রাকচারের কথা বলছে, যাতে পরে বেরিয়ে যাওয়ার অপশানটা হাতে থাকে।

    রাশিয়া এবং ইস্টার্ন ইউক্রেনের মানুষ ভয় পেয়েছিল যে এবার রাইট উইং গুন্ডারা ইস্টার্ন ইউক্রেনে দলে দলে এসে উপস্থিত হবে এবং সন্ত্রাস চালাবে। কিন্তু তারা যায় নি। দলে দলে এসে সন্ত্রাস চালায় নি।

  • রাশিয়া তখন মিলিটারী দিয়ে ক্রিমিয়ার এয়ারপোর্টের সিকিউরিটি বাড়িয়ে দেয় যাতে মিলিট্যান্টরা পৌঁছে যেতে না পারে। বড় হাইওয়েগুলোতেও একইভাবে সিকিওরিটি বাড়িয়ে দেয়।
