    “It’s an epidemic here, like in Biafra,” the doctor said. “There are no clinics in this forest apart from one or two in Gadchiroli. No doctors. No medicines.”

  • ওখানে অভাবনীয় রকমের অনুন্নয়ন। সে নিয়ে কেউ দ্বিমত হবে না। সরকারের তাতে দায় আছে, সে নিয়েও না। কিন্তু যেখানে দু'দশক ধরে মাওয়িস্টরা তাদের মত করে কাজ করার সুযোগ পেয়েছিল, সেখানে যখন আজ ও সেই প্রচণ্ড রকমের অনুন্নয়ন থেকে যায়, তখন তার দায় তাদের উপর ও পড়ে বৈকি।আর উন্নয়নের ব্যাপারে তাদের নীতি ও সদিচ্ছা নিয়েও প্রশ্ন ওঠে।
    আমার মনে হয়, নির্মলাংশু এটা একটা গুরুত্বপূর্ণ প্রশ্ন তুলেছেন।


    Notice that most of the severe conditions are caused by acute malnutrition—especially in women and children—suggesting what the “alternative model” of agriculture and other efforts at Maoist “development” has done to the people of Dandakaranya.   • না মিস করিনি। কিন্তু আগে কি অবস্থা ছিল এবং এখন কি আছে সেটা কম্পেয়ার না করে অ্যাবসোলিউট টার্মে কথা বলা হচ্ছে। পুরো আদিবাসী অঞ্চলেই তো চরম দারিদ্র্য, এবং এই অসুখ গুলো প্রতিটিই আসে দারিদ্র্য থেকে, তার মধ্যে থেকে ঠিক কি ভাবে একটা রাজনৈতিক গোষ্ঠি চাঁদা তুলে হাসপাতাল করতে পারে জানিনা। বেশ লম্বা অর্ডার লাগছে।

    প্রশ্ন উঠতে পারে, তাহলে ডিফেন্সে এত টাকা কেন, সেই টাকাগুলো কেন এই খাতে ব্যয় হচ্ছেনা, কিন্তু এই সিস্টেমটাই (এবং মনে রাখা দরকার, এটা টেম্পোরারি সিস্টেম) এমন যে এখানে টিঁকে থাকতে গেলে ডিফেন্স ছাড়া গতি নেই, এবং ডিফেন্স কার এগেইনস্টে? একটা সর্বশক্তিমান আধুনিক রাষ্ট্র, তার অত্যাধুনিক অস্ত্র-শস্ত্র ইত্যাদির বিরুদ্ধে।

    তাছাড়া তাইলে তো বলা উচিৎ এই সিপিএম, কংগ্রেস, বিজেপি খবরের কাগজ বার করে পয়সা নষ্ট করে কেন? মিটিং মিছিল, বাসে করে লোক এনে পার্টি ফান্ডের টাকা নষ্ট না করে সেগুলো দান করেনা কেন? এরা ভোটই বা লড়ে কেন? সারা পৃথিবীতে ভারতের ইলেকশনে সবচেয়ে বেশি টাকা খরচ হয়।

  • ঐ কেরালার মতন উন্নয়ন কেন হয়নি এই কথা গুলই বেশ বালিশ লাগলো- এরপর ভারতবর্ষ গণতন্ত্র সঙ্কেÄও কেন জাপান হয়নি গোছের প্রশ্ন উঠবে।
    তবে মিলিটারাইজশনের জায়গাটা ঠিক ঠাক দেখিয়েছেন এবং মিলিটারাইজেশন যে একটা বিপজ্জনক ব্যাপার সেটাও ঠিক মতো এসেছে। শুরু থেকে স্ল্যান্ডারিং অ্যাপ্রোচটা না নিলে লেখাটা পড়তে লোকজনের অসুবিধে কম হতো। আর পলিটিক্যাল ক্রিটিকটাও তো অ্যাপ্ট-ই, মাওবাদীরা জাস্ট আদিবাসী কল্যাণ করবো বলে রাজনীতি করতে আসেনি, নিজেদের রাজনৈতিক বিকাশের জন্যে আদিবাসী ইস্যুকে মঞ্চ বানিয়েছে- এরকমটা তৃণমূল/মায়াবতী করলে বলা হত ইউজ করেছে।
    যাই হোক, কথাটা হলো, যতো হিংসাশ্রয়ী ব্যাপার স্যাপার ওরা ঘটাবে, তত বেশি করে এই প্রশ্নগুলো উঠবে - কারণ শেষ বিচারে, গরিব মধ্যবিত্ত সবাই হিংসা দেখে ঘাবড়ে যায়, এলিয়েনেটেড ফিল করে এবং সন্দিহানও হয়ে যায়

    থ্রি-জি স্পেকত্রাম অকশন করে সরকারের এক লহমায় ইনকাম হয়েছে ৬৭ হাজার কোটি টাকা। আর স্বাধীনতার পর থেকে আজ পর্যন্ত আদিবাসী উন্নয়নের খাতে, গত তেষট্টি বছরে সরকার খরচা করেছে পঞ্চাশ হাজার কোটি টাকা। ডিফেন্সের খাতে বরাদ্দ যেন কত হাজার কোটি? ভুলে গেলাম। সে টাকা কীভাবে খরচ হয়, এখন একটু একটু জানি। :-)

They have reportedly made deals with poachers, smugglers and liquor and timber runners in the forests. In the areas under their control, including District towns, Maoists levy a ‘tax’ on small enterprises, such as spinning mills, beedi units, rice and flour mills, grocery, medical, cigarette and liquor shops, and private doctors. All ‘illegal’ operators, including private schools operating in villages and District towns, are also coerced to pay. The Maoists secure large revenues from iron and coal mining companies. Apart from abductions, extortion and looting, Maoists also set up unofficial administrations to collect ‘taxes’ in rural areas, where the official Government apparatus appears largely to be absent.

    Another major source of funding for the Maoists is poppy or opium cultivation. The Ghagra area of Gumla District in Jharkhand and parts of Gumla, Kishanganj and Purnia Districts in Bihar are reported to be the principal pockets of poppy cultivation exploited by the Maoists.     "

  • সেটাই তো বলছি। এক্স্যাক্ট অ্যামাউন্টটা মনে নেই, মোটামুটি এ বছরে ডিফেন্স খাতে যে টাকা অ্যালোকেটেড হয়েছে, তত টাকা গত পাঁচ বছরে আদিবাসীদের উন্নয়নে খরচ হয় নি, প্রাথমিক শিক্ষা, খাদ্যনিরাপত্তা ইত্যাদি মিলিয়েও তত টাকা গত পাঁচ বছরে খরচ হয় নি।

    এই রকম কিছু বলেছিল।

    কিন্তু লেখাতে তোলা বেসিক প্রশ্নটা এখনো রয়েই গেলো।

    আপনি বলছেন এ তো টেম্পোরারি ব্যপার, অত্যাঘুনিক অস্ত্রে সজ্জিত স্টেটের বিরুদ্ধে লড়তে হচ্ছে। কিন্তু বিপ্লব শেষ হওয়ার আগে অবধি তো এরকম টেম্পোরারি ব্যবস্থাই থাকবে কমরেড। তর্কের খাতিরে যদি ধরে নি যে মাওবাদীরা স্টেটকে হারিয়ে দেশ শাসন করলো। তখনো চারিদিকে শত্রু। তাহলে জানতে ইচ্ছা করে, তখনো উন্নয়ন কি কার্পেটের তলায় চলে যাবে?

    শুধু তাই নয়, এই "আমাদের তো শত্রুর বিরুদ্ধে লড়তে হচ্ছে, তাই নিরুপায় হয়ে ..." এ ভাষ্য তো নতুন নয়। তুলনা একটু বাড়াবাড়ি হলেও জর্জ ডব্লুও এক ই যুক্তি দেখাতেন। ভারত যখন পোখরান করেছিলো, তখনও সেই একই যুক্তি। আর সেই যুক্তির বিরোধীতায় সবচেয়ে সরব কে ছিলেন? অরুন্ধতী রায়। কোথাও একটা ডবল স্ট্যান্ডার্ড হয়ে যাচ্ছে না?

    বন্দুকের নলকে রাজনৈতিক শক্তির উৎস করার বিপদ এইখানেই। মাওবাদীদের পপুলার সাপোর্ট কিছু বিচ্ছিন্ন এলাকায় সীমাবদ্ধ। বুর্জোয়া গণতন্রের থেকে একটা বেটার মডেল ওরা দিতে পেরেছেন বলে কোনো প্রমাণ রাখতে পেরেছে কি মাওবাদীরা। হ্যাঁ, দান্তেওয়াড়াকে কেরালার সাথে তুলনা বাড়াবাড়ি, কিন্তু ইন দি লং রান, কেরালার থেকে বেটার মডেল যে ওরা দিতে পারবেন, সেটা জনগণকে কনভিন্স করানোর দায়িত্বও মাওবাদীদের। নইলে এই বিপ্লবের পক্ষে বৃহত্তর ভারতে কোনো পপুলার সাপোর্ট কেনো পাওয়া যাবে বোঝা যাচ্ছে না। হয়ত দান্তেওয়াড়ার মতো কিছু জায়গায় যেখানে স্টেট ফেল করেছে, সেখানে পাওয়া যেতে পারে।

    তাই, দাঁড়ান দাদা, আগে বিপ্লবটা হোক, তাপ্পরে আপনাদের কথা ভাববো, এ মডেল চালানো যাবে তো?

    কিন্তু ইম্পলিমেন্টেশনের জায়গা থেকেও আরেকটা জিনিস ভাবাচ্ছে।

    ভুল হলে ঠিক করে দেবেন, কিন্তু আমারও মাথায় ঢুকলো না, যে যেখানে মাওবাদীদের নিরঙ্কুশ ক্ষমতা, সেখানে কেন যৌথখামার জাতীয় কিছু হবে না, কেন্দুপাতার ক¾ট্রাক্টারদের শোষণ চলবে?
    যদি বেশীরভাগ টাকা পার্টিফান্ডেও যায়, আদীবাসীদের ন্যুনতম দিয়ে (সেটা পার্টির কর্মসূচী বলে নাহয় ডিফেন্ড করা হলো) তাহলেও জানতে ইচ্ছা করে, যে পেরাইভেট ঠিকাদারদের তোলায় কেন পার্টি চলছে?

    To achieve victory in revolution, these are the three magic weapons which would have to be built and strengthened step by step from the very beginning.

    (i) A strong revolutionary party based on Marxism-Leninism-Maoism as its guiding ideological basis in all matters; that is well-disciplined and built up through revolutionary style and method; that is based on democratic centralism; that links the theory with practice; practises criticism and self-criticism; is closely integrated with the masses and relies firmly upon them; and stands firmly on the class line, mass line and armed struggle.

    (ii) A strong and well-disciplined people’s army under the leadership of such a party; primarily our people’s army will be built through the armed agrarian revolution mainly from among the landless poor peasants, agricultural labourers and the working class.

    (iii) A united front of all revolutionary classes under the leadership of the proletariat based worker-peasant alliance and on the general programme of people’s democratic revolution. This united front will be built in the course of advancing the armed struggle and for the seizure of political power through armed struggle.

    আমি একটা কথা কখনোই বুঝি নি, এখনো বুঝি না। এই যাদের পার্টি প্রোগ্রাম তাতে এই যে ""যুদ্ধ"" সেটা তো অবভিয়াস। আগে শুনেছি যেখানে তুমি না মারলে তোমাকে পুলিশ মারবে সেখানে যুদ্ধ তো হবেই। সেইজন্য যুদ্ধ হচ্ছে নাকি বিপ্লব করার জন্য?

    এর পরে সামাজিক ও অর্থনৈতিক ভিশনও টুকে দেব।

    (i) It will confiscate all the banks, business enterprises and companies of imperialist capital and abrogate all imperialist debt. It will nullify all unequal treaties and agreements with imperialist countries. - মানে সরকারের(পার্টির) হাতে সব কিছু?

    (ii)This state will confiscate all enterprises’ capital and movable and immovable properties of the comprador bureaucratic bourgeoisie. On the basis of the principle of controlling capital the state will have to take over the authority and administration of all the monopoly industries and trade. The New Democratic state will not appropriate other personal properties and will not obstruct the
    development of the capitalist production, which will have no power to control the public life.     -

    শুধু খারাপ দের ঘটি বাটি চাঁটি হবে। সিপিএমের ওয়েবসাইটেও এরকমই লেখা আছে।

    (iii) It will confiscate all land belonging to the landlords and religious institutions and will redistribute it among the landless poor peasants and agricultural labourers on the slogan of ‘land to the tillers’. It will ensure equal rights for women over land. It will cancel all debts of the middle peasants and other toiling people, along with these classes. It will ensure all facilities for the growth of agriculture; will ensure remunerative prices for agricultural products and encourage and promote the development of agricultural cooperatives wherever possible. Thus taking agriculture as the foundation, it will advance towards building strong industrial economy.

    জমি অধিগ্রহণ না করে শিল্প হবে কেমন করে? সিপিএমও তো এমনই চায়। ওয়েবসাইটে তাই লেখা আছে।

    Along with this, it will put an end to the exploitation of usurers, traders and merchants, encourage the co-operatives to make available the necessary capital to the people and will take control upon the trade and business.

    (iv) The state will ensure ecological balance and environmental norms
    while developing the industrial economy of the country.

    (v) It will protect small industries, restrict and regulate medium industries, that is, the industry of national bourgeoisie class, help the growth of the cottage industries and handicrafts by developing co-operatives and will improve the conditions of handicrafts, workers and artisans.

    (vi) It will put an end to all heavy taxes and various repayments, abolish the present tax system and will enforce a well-systematized and simple tax system.

    আনএমপ্লয়েডদের সোশাল সিকিউরিটি আর সাধারণ লোকের ট্যাক্স কমানো দুই একসাথে হতে পারে না। রাতারাতি তো আর ১০০ শতাংশ লোকে চাকরি পেয়ে যাবে না। যতদিন না পাবে ততদিন ট্যাক্স বাড়বে।

    (ix) It will abolish caste discrimination and disparity and will move towards the complete elimination of untouchability and the caste system as a whole. Till then it will ensure special privileges including reservations for the upliftment of Dalits and all socially oppressed castes.
    (x) It will move towards the abolition of all types of discrimination against women and will strive to end male domination and patriarchy. This state will liberate women from the confinement of domestic work and will ensure their participation in social
    production and other activities. It will guarantee their equal rights in property. It will promote special policies for the speedy removal of inequalities suffered by women. It will rehabilitate the women
    engaged in prostitution and will provide them social recognition.

    (xii) It will unite the country on the axsis of equal dignity of the nationalities recognizing their right of self-determination, including the right to secession. It will establish a voluntary union of People’s Democratic Federal Republics of India.

    (xiii) It will put an end to all social inequalities based on religion and to the persecution of religious minorities. It will execute special policies for their socio-economic development. It will ensure the genuine secularism of the state and will prevent the use of religion for political purposes. It will put an end to the interference of the state in religious affairs. It will guarantee personal freedom to believe and not to believe religion. This state will encourage a scientific and rationalist outlook to eradicate superstition and blind faith and will oppose all types of religious fundamentalism.

    (xiv) It will establish the revolutionary new democratic culture in place of the decadent feudal, colonial and imperialist culture, and on this basis, broadens the path of socialist culture. It will continue its march in the direction of realizing communist culture.

    (xv) It will abolish the present educational system and in its place it will introduce a scientific democratic and socialist mass educational system by linking it with production in accordance with the needs of democratic India.

    (xvi) The state will give equal status to the languages of all the nationalities. It will help in the development of languages without scripts. It will not impose any language on other nationalities in the name of national language or link language or in any other form, but it will try to bring forth a generally acceptable language
    based on unanimity.

    (xvii) It will move towards the elimination of the regional imbalances through special efforts to develop the backward regions.

    24. About 7% of India’s population consists of Adivasis or tribes. Their economy, social system and cultural characteristics are significantly different from those of the rest of the population. Most adivasis are in the process of developing as nationalities and the overwhelming majority of them are the most suppressed and repressed sections of the Indian society. Vast majority of the adivasis have long been deprived of their land and other traditional means of livelihood without providing any alternative. The forest produce and mineral resources, which were traditionally in their possession, are being forcibly taken away by the imperialists, the CBB, the feudal classes, money lenders and usurers, unscrupulous traders, bureaucrats, and other exploiters mainly from outside, resulting in the disintegration of their traditional economy. The mining, quarrying, other industrial activity and building up of big dams devastated lives and livelihoods of the advasis. Moreover, they have been neglected socially, culturally and politically.

    We would have to formulate such special policies through which we could involve actively the large majority of these sections in the mainstream of new democratic revolution. Particularly, it would remain the long-term need of the party to pay special attention to the adivasi areas due to utter negligence of these areas by the ruling classes and also because of their strategic importance.

    Along with this, we would have to make strong efforts to prepare soldiers and leaders of the revolution from among them seeing the glorious tradition of the continuity of their anti-imperialist and anti-feudal struggles. It is our task to organise them on the basis of their political, economical, social, cultural, lingual and educational issues by ensuring them political autonomy. It is also our task to lead their struggles in such a way so that they can achieve their complete emancipation in the truest sense of the term.
